Cen Xuehu is a farmer of Shaojiadu Village of Jiangbei District, Ningbo City. Before, his everyday life is only "working, dining, chatting, and sleeping"; while now, the life in the village is becoming more substantial: troopes and outdoor movies are coming, and more and more books are entering the culture center of the village.

It is not only Mr. Cen feels that lives are more abundant. Zhejiang is now attaching much importance to the development of culture, and both urban and rural people have felt the change in their lives.

During the 7th China Art Festival in the year 2004, the famous music drama Sound of Music was played for eight times in Ningbo, and people did not need to go to Shanghai to watch the play. Moreover, in recent years, Jose Careras has come to Hangzhou, Vienna Palace Indoors Philharmonic Orchestra has brought the New Year Concert to Taizhou, and more than 500 masterpieces of the great artist Huang Binhong was displayed all around Zhejiang.

At the New Year of 2006, Ge Ping, a music enthusiast, as well as several art fans, has organized a performance at Zhejiang Theater. "I really didn't expect that our own programs would be able to come into Zhejiang Theater!" said Ge.

As for isolated areas, "Art Expresses" were sent to the people. In the year 2006, 15,950 performances were played in the countryside of Zhejiang, and about 3,060,000 books were sent.

At present, an integrated culture service system has already covered the whole Zhejiang Province.
